Motorboy V1.5.1 — Cameroon Operations Workflow

CURRENT VATICAN DEPLOYMENT
1. Back up API files and database.
2. Keep config.php, root .htaccess, uploads/ and storage/.
3. Replace api.php.
4. Replace app/.
5. Replace admin/ (bus management no longer assigns a bus to a branch).
6. Run migrations/1.5.1.sql in phpMyAdmin.
7. Verify /api/v1/health reports 1.5.1.
8. Hard-refresh /admin/ and /app/.

IMPORTANT:
- Migration removes buses.branch_id. Buses are operator-wide fleet assets.
- Approved trip reports remain immutable.
- Editing a submitted unapproved report reopens it as Draft and is audited.
